Abstract
A steel plant is loaded with risks at each progression of its operation. These hazards are to be handled for safety in the steel plant. The workplace is very challenging as employees work in shifts day and night. Workers are presented to an unnecessary warmth, dust and risky situations.
Safety conscious worker is the best asset to an establishment. This consciousness during working is the result of his upbringing, learning about safety and ability to practice it. The degree of consciousness varies from person to person. Although the individual and his mental frame of mind is very crucial in ensuring safe working yet the management too has its responsibilities. Work environment and work schedules must be designed in such a way that the aspect of safety cannot be compromised. Meeting production targets at the cost of precious human lives is not only counterproductive but also negates the ethics of principled management.
This study aims to enhance safety performance at shop floor and achieve the company’s target of “zero” accident in Blooming and Billet Mill and Rail and Structural Mill of Bhilai Steel Plant, Chhattisgarh by performing Risk Assessment of different activities. First attempt is to understand different activities at Blooming and Billet Mill i.e. soaking, rolling, cutting and storage etc. Second step is to develop a 5x5 matrix for risk analysis then Risk assessment done by matrix method for every activities. By communicating with workers, supervisors and top managerial personnel gathered data regarding implementation of safety policy. After analyzing all the facts found the possible ways to improve safety standard in steel industry and recommendations have been given.
In Rail and Structural Mill, analysis of accident data for finding the reportable, nonreportable and first aid on the basis of unfit period has been done Analysis of data for finding out the vulnerable age group, shift wise, time wise, body part wise and cause wise has also been done. Identification of hazards, unsafe act/ unsafe condition has been done and determined the most efficient way to reduce or eliminate hazardous impact and recommendations are given. Risk can be reduced by hierarchy of control i.e. elimination, substitution, engineering control, administrative control and personal protective equipment.
